Judging Panel

An independent panel of recognised and expert judges, drawn from academia, business and broader related sectors will determine the winners of The National Procurement Awards.

Our focus is to deliver a balanced judging assessment from industry leaders who will bring their extensive knowledge, enthusiasm and expertise to the judging process ensuring that the winning entries are truly outstanding and worthy of receiving a trophy.

The panel is carefully selected to ensure the Awards judging process is fair and objective. The judges are bound by a strict confidentiality agreement and are required to declare any conflict of interest in entries over which they deliberate, in which case that entry will be reallocated. The integrity of this process lies at the very heart of all that we do.

Francis is part of the KPMG Infrastructure and Government team. He has extensive experience in the Public Spending Code and the development of procurement and commercial strategy for Infrastructure projects.

Ingrid De Doncker is Head of Research and Innovation at Future Planet and CEO of IDDEA. Future Planet provides an enterprise platform that guides companies to embed sustainability practices for their operations, their supply chain, and the products they sell to their customers. IDDEA is in the business of procurement to help customers buy better through strategy design, governance frameworks, tender management, and people development.

Paul is a chartered Quantity Surveyor, who possesses near 20 years of build environment and corporate experience, specialising in procurement, governance, contract administration and commercial management in both the public and private sector.

Órla was the 2019 recipient of the National Procurement Awards’ Procurement Leader of the Year Award and is the Procurement Leader at West Pharmaceutical Services site in Dublin.

Paul manages The Public Procurement and Small Business Innovation Research (SBIR) team which consists of assisting client’s access both domestic & International public tenders.

Ann has significant procurement management experience in both public/utilities and private sector organisations. She leads a team of committed public procurement experts that supports both the strategic and operational goals of University of Galway and whom have been winners of the Innovation Category at the National Procurement & Supply Chain Award in recent years.

Michael is a Supply Chain Training Consultant and Instructor, and also works as a contract SAP Applications Consultant and SAP Trainer. Michael is a Director of IPICS The Supply Chain Management Institute and is a member of the Logistics and Supply Chain Skills Group chaired by the Department of Transport.

Dr. Muiris O’Ceidigh is the CEO of the National Milk Agency which regulates the supply of Fresh Milk to consumers in Ireland. Muiris has a Doctorate in Governance and is a solicitor and Notary Public.

Stephen is currently working for Johnson & Johnson MedTech as a Senior Program Manager as part of their EU Medical Device Regulation Program. He has previous experience in management consultancy where he has consulted for clients across the full procurement lifecycle including pre-market engagement, commercial strategy and execution as well as contract management.
