Ireland mandates sustainability across public procurement
On 21 July 2025, Ireland issued Circular 17/2025, making Green Public Procurement (GPP) a binding requirement for all public sector bodies. Replacing previous voluntary guidance, the circular aligns procurement practices with the Buying Greener Strategy 2024–2027, elevating sustainability from policy aspiration to operational obligation.
Key measures include life cycle costing, early engagement with suppliers, and mandatory reporting on GPP adoption. Public bodies must also consider social enterprises, SMEs, and community organisations, ensuring procurement decisions deliver both environmental and social value. Impact assessments are required within 12 months, demonstrating compliance and measurable progress.
Enhanced reporting, effective from January 2025, obliges departments to justify any exclusions of GPP criteria and track tenders awarded under sustainability clauses. Support is provided through the Environmental Protection Agency’s GPP guidance and the Office of Government Procurement’s criteria search tool, enabling practical implementation.
Circular 17/2025 represents a decisive shift in Ireland’s approach to public purchasing, positioning procurement as a strategic lever for climate action and environmental stewardship. By embedding sustainability into every stage of sourcing, the government aims to drive innovation, influence supplier practices, and generate long-term social and environmental impact.
