Uisce Éireann launches €7b procurement for water infrastructure projects

Uisce Éireann has launched pre-qualification questionnaires for two of Ireland's most critical infrastructure projects, the Greater Dublin Drainage scheme and the Water Supply Project for the Eastern and Midlands Region. The combined investment of over €7 billion in water and wastewater infrastructure will support economic growth and enable delivery of essential housing in line with government targets.

Smart Water Magazine reported that the independent PQQs invite contractors and consortia to demonstrate capability and experience in delivering complex, large-scale infrastructure. Following extensive market engagement, Uisce Éireann has streamlined the processes across both projects, adopting common approaches where appropriate to secure the strongest possible market response.

The Greater Dublin Drainage project has secured planning approval, with preliminary works scheduled to commence by year-end and tenders for main works planned to run in parallel. The scheme comprises a new wastewater treatment plant at Clonshaugh, an orbital sewer, pumping stations and a marine outfall, with overall construction completion targeted for 2032.

The Water Supply Project has submitted Strategic Infrastructure Development and Compulsory Purchase Order applications to An Coimisiún Pleanála following extensive public consultation in December 2025. The project includes abstraction from Parteen Basin on the River Shannon, 172 kilometres of pipeline through Tipperary, Offaly, Kildare and South Dublin, and five major infrastructure sites including a treatment plant at Birdhill and reservoir at Peamount.

Mike Healy, strategic projects programme director at Uisce Éireann, said: "The launch of both PQQs demonstrates that we are ready to move at pace. We have listened to the market, engaged extensively with industry, and structured our approach to provide confidence, clarity and momentum."

The parallel procurement progression reflects government policy to reduce delays and ensure major infrastructure projects transition quickly from approval to construction.
