Transport Infrastructure Ireland wins Best Green Procurement Project of the Year at National Procurement Awards 2025
Transport Infrastructure Ireland (TII) won Best Green Procurement Project of the Year at the National Procurement Awards 2025 last year for its innovative adoption of the CO₂ Performance Ladder, a procurement-led sustainability initiative that has already delivered significant environmental impact across infrastructure delivery.
TII secured the award following the successful pilot of the CO₂ Performance Ladder in 2024, a Dutch carbon management tool designed to incentivise emissions reduction through structured certification, verified audits, and procurement advantages. The pilot achieved a 21% reduction in emissions, demonstrating how procurement strategy can directly influence climate outcomes across both Scope 1 and Scope 3 emissions.
Following the success of the pilot, the approach is now influencing national procurement policy, with other public authorities planning to adopt the framework. The CO₂ Performance Ladder also features in several TII tenders issued in 2025, signalling a broader shift in procurement practice.
“Our judges commended this entrant’s strategic piloting of the CO₂ Performance Ladder, driving tangible reductions in Scope 1 and Scope 3 emissions. Their innovative procurement strategy, combined with clear execution, delivers measurable environmental impact while supporting Ireland’s 2030 climate goals. This exemplary approach sets a high standard for sustainability leadership in the industry,” the judging panel noted.
The recognition reflects rising standards across the National Procurement Awards, where leading organisations are increasingly distinguished by their ability to align procurement strategy with measurable environmental and societal outcomes.
