Industry NewsScotRail launches financial procurement for new suburban train fleet
ScotRail, the Scottish Government-owned rail operator, has commenced financial procurement for a new suburban train fleet comprising a minimum of 69 units, with options for up to 37 additional trains. The procurement covers financing arrangements for the fleet, which is scheduled to enter service in the early 2030s under a rolling stock lease agreement.
Railway News reported that a separate procurement process launched in November 2025 seeks suppliers to design and build the new trains, which will operate on routes including East Kilbride, Fife, Borders and Glasgow inner suburban services between Glasgow and Motherwell, Larkhall, Lanark and Shotts. The dual procurement strategy separates financing arrangements from manufacturing contracts.
Each train will feature modern passenger amenities including air-conditioning, level access boarding for increased accessibility, and enhanced provisions for bicycles, wheelchairs and family-friendly areas. The specifications reflect evolving passenger expectations and regulatory requirements for accessible public transport.
The procurement has received formal approval from the Scottish Government, with delivery coordinated alongside Network Rail's electrification programme for key Scottish routes. The alignment ensures new rolling stock capabilities match infrastructure upgrades, avoiding operational mismatches between train specifications and available power supply.
David Ross, ScotRail chief operating officer, said: "This is another exciting step on the journey to a new fleet of trains that will benefit customers in the years to come. This stage of the procurement process marks an important milestone as we look to secure funding for the building of the new trains."
Ross added: "New trains will be a major step towards making ScotRail more reliable, comfortable, greener, and a more attractive choice compared to travelling by car."
