Scape has launched procurement for its next-generation Regional Construction Works and Services framework, a £1.2 billion programme designed to support public sector building and infrastructure projects across England, Wales and Northern Ireland.
The new framework is intended to provide local authorities and other public sector organisations with a streamlined procurement route for delivering construction and infrastructure schemes. By enabling projects to be procured through a single compliant framework, Scape aims to reduce the need for multiple standalone tender exercises while improving efficiency across the procurement process.
The framework will support a broad range of works, including new-build construction, refurbishment and infrastructure projects. It is expected to bring together multidisciplinary design-and-build services, allowing public sector clients to procure integrated solutions for projects of varying complexity.
According to New Civil Engineer, the framework is expected to support call-off contracts using standard forms such as NEC contracts, helping contracting authorities accelerate project delivery while providing greater consistency in procurement and contract management.
The procurement model is also designed to encourage earlier contractor involvement, particularly on projects involving complex civil engineering and groundworks. By establishing longer-term relationships through framework agreements, public sector organisations can improve collaboration with suppliers while providing contractors with greater visibility of future work pipelines.
The framework is expected to support regional programmes covering highways, bridges, flood defence schemes and public buildings, enabling authorities to bundle similar projects into larger procurement packages that can reduce procurement times and improve delivery efficiency.
The initiative reflects the continued use of framework agreements as a strategic procurement tool across the UK public sector, supporting more efficient project delivery while helping public bodies achieve value for money through standardised procurement processes and long-term supplier engagement.
