Public procurement supports investment in Ulster Hall upgrade

A £170,000 investment programme supporting enhancements to Belfast’s Ulster Hall is moving forward following a public procurement process that appointed suppliers to deliver a new architectural lighting scheme for the historic venue.

The project, initiated by LQ BID and supported through funding from the Department for Communities’ Belfast Regeneration Directorate Revitalisation Programme, will introduce a colour-changing LED lighting system designed to illuminate the building’s façade and highlight its Victorian architectural features. According to project details, Belfast City Council led the procurement process that resulted in the appointment of AH Design and EDS Ltd to design and install the scheme.

The investment forms part of wider regeneration activity across the Linen Quarter and demonstrates how procurement can support improvements to public assets while balancing heritage preservation requirements. Contractors will work alongside the Department for Communities’ Historic Environment Division to ensure the works remain appropriate for the building’s Grade A listed status.

The new lighting infrastructure is intended to create additional flexibility for civic celebrations and cultural events by allowing the venue to display different lighting configurations throughout the year. The project also aligns with broader placemaking and public realm objectives that seek to improve visitor experience and strengthen the role of major venues within city centres.

Alongside the lighting works, Belfast City Council has committed a further £72,000 towards repainting the building to complement the investment programme. Design work is currently underway, with installation expected to be completed before the end of the year.

The project highlights how procurement frameworks and public investment can be used to deliver targeted improvements to existing assets while engaging specialist suppliers and supporting regeneration outcomes. It also demonstrates the growing role of procurement in delivering projects that combine infrastructure enhancement, heritage considerations and long-term economic value.
