The procurement of a new primary care centre in Kanturk, County Cork, has progressed with a new preferred provider identified following a re-tendering process by the Health Service Executive (HSE).

The project previously faced a setback in April 2025 when the original preferred provider withdrew, prompting the HSE to undertake a fresh procurement process. The development was originally intended to provide medical consulting and treatment rooms, GP facilities and mental health services alongside other primary care functions.

The latest update, reported by the Irish Independent, confirms that the project has now moved through a new two-stage tender competition, with returned tenders evaluated and a new preferred provider identified.

The HSE's earlier procurement documentation on eTenders confirms that the procurement covers the design and delivery of a sustainable primary care centre at the Kanturk site, together with its subsequent lease to the HSE. The procurement was structured as a restricted procedure, demonstrating the role of formal competitive tendering in delivering healthcare infrastructure.

The project's procurement history also highlights the challenges facing public-sector construction and healthcare infrastructure delivery. In a Government response published by the Oireachtas, it was confirmed that the original developer could no longer proceed with the project, with increased construction costs contributing to the decision to withdraw. The HSE subsequently moved to re-tender the development.

The HSE has confirmed that the newly identified preferred provider must now progress through internal review and approval procedures, culminating in HSE Board approval subject to satisfactory completion of due diligence. Formal notification to all tenderers will then take place in line with procurement requirements.

The project demonstrates how public healthcare infrastructure can require multiple procurement stages before a development reaches contract completion. Following the withdrawal of an original provider, the HSE was required to return to the market, evaluate new tenders and identify another preferred provider while maintaining the project's underlying service requirements.

For the sector, the lesson is clear: major healthcare infrastructure projects can remain subject to significant procurement and approval processes even after an initial preferred provider has been selected. The Kanturk project shows the importance of competitive tendering, due diligence and governance in progressing publicly funded healthcare developments from procurement to delivery.
