The National Food Authority of the Philippines has implemented regulatory adjustments to palay procurement rules during the peak harvest season, accelerating rice purchasing from farmers across the country. The policy changes aim to support farmer income whilst strengthening national food security reserves through increased government rice stockpiles.
Malaya Business Insight reported that the revised procurement guidelines streamline administrative requirements and expand purchasing locations to enable faster transactions with rice farmers. The adjustments include simplified documentation processes, extended operating hours at procurement centres and deployment of additional staff to handle increased volumes during harvest peaks.
The National Food Authority operates as the Philippine government's primary rice procurement and distribution agency, maintaining buffer stocks to stabilise domestic prices and ensure food security. The agency purchases unmilled rice (palay) directly from farmers at support prices designed to provide income protection during harvest periods when market prices typically decline.
Peak harvest season in the Philippines occurs twice annually, following wet and dry season rice plantings. These periods generate significant supply volumes requiring efficient government procurement systems to prevent price collapses that would harm farmer income whilst enabling the National Food Authority to build strategic reserves.
The eased procurement rules address previous concerns about processing delays and limited accessibility to government buying stations, which sometimes resulted in farmers selling to private traders at lower prices rather than engaging with National Food Authority procurement systems.
The policy adjustments include increased buying station capacity, mobile procurement units in remote farming areas and accelerated payment processing to provide farmers with quicker access to sales proceeds. These measures aim to encourage greater participation in government procurement programmes.
