Honouring a Trailblazer: Lionel McCarthy Named Procurement Leader of the Year 2025

At this year’s Procurement Awards, one of the most moving and distinguished moments of the evening was the presentation of the Procurement Leader of the Year award to none other than Lionel McCarthy—a pioneering figure whose legacy has shaped the foundations of public procurement in Ireland and far beyond. 

A Career Defined by Vision, Law, and Legacy

“Ladies and gentlemen, it is my honor to introduce tonight's recipient, a visionary leader in public procurement…”

So began the tribute to a man whose journey began in Belfast during WWII and would go on to influence procurement practice across Europe, Africa, and the Middle East.

Lionel McCarthy’s career started at Electricity Supply Board (ESB), where his interest in procurement took root. After completing a law degree at Trinity College Dublin, his expertise led to him managing a major World Bank-funded procurement initiative in Egypt—a landmark moment that underscored his global impact.

Contributions That Transcend Borders

Over the decades, Lionel helped shape public procurement law across Europe, playing a crucial role in the adoption of modern regulatory frameworks. He was also instrumental in founding Ireland’s Forum on Public Procurement, establishing a structured national platform for knowledge sharing and policy advancement.

As co-founder of Achilles Procurement Services, he championed the next generation of professionals through pioneering public procurement training and advocacy.
