GeM advances digital procurement reform with Madhya Pradesh partnership

India’s national procurement framework is undergoing a major digital shift as the Government e Marketplace (GeM) partners with the Madhya Pradesh government to enhance transparency, efficiency, and inclusivity across public procurement.

The collaboration follows a strategic meeting between GeM CEO Shri Mihir Kumar and Madhya Pradesh Chief Secretary Shri Anurag Jain in Bhopal, focusing on deepening the state’s integration with GeM’s digital platform.

The partnership aligns with GeM’s broader national strategy to create a unified, transparent, and data-driven procurement ecosystem serving central and state ministries, departments, public sector units, and local government institutions. It also supports Union Minister of Commerce and Industry Shri Piyush Goyal’s call for states to align procurement norms with national standards under the General Financial Rules (GFR) and GeM’s General Terms and Conditions (GeM-GTC).

Madhya Pradesh has become a key contributor to GeM’s network, with over 86,000 registered sellers and service providers. Micro and Small Enterprises (MSEs) from the state have received orders worth ₹27,800 crore (€2.72 billion), including ₹5,523 crore (€541 million) from state buyers, ₹2,030 crore (€199 million) from other states, and ₹20,298 crore (€1.99 billion) from central government buyers.

Discussions in Bhopal also addressed capacity building for procurement officials, increased vendor participation in rural areas, and integration of state policies with digital procurement systems. Both leaders underscored the importance of empowering women entrepreneurs, tribal cooperatives, and start-ups through equal access to government tenders.

Since its inception in 2016, GeM has evolved into one of the world’s largest government procurement platforms, known for its technology-driven, paperless transactions and transparent workflows that benefit both public buyers and local suppliers.
