Bidders invited for MetroLink PDP support services contract

Bidders are invited to submit offers for the Programme Delivery Partner (PDP) Support Services contract for Dublin MetroLink, marking a central milestone in Ireland’s national procurement of its first fully automated, high-capacity metro system.

The project is supported by €2bn from the Government of Ireland’s Infrastructure, Climate and Nature fund and forms part of the National Development Plan 2025.

The PDP will provide expert guidance across all aspects of the MetroLink Programme, ensuring delivery within budget, schedule, and safety standards. The tender is managed via eTenders to ensure transparency and fairness.

Dr Seán Sweeney, MetroLink Programme Director, said the team is committed to working collaboratively with industry to harness the best expertise and value. He added, “The PDP represents an incredible opportunity for suppliers to join MetroLink and be part of this historic and truly nation-building project for Ireland.”

The successful bidder will deliver Programme Delivery Partner Services for approximately 12 years, supporting TII in achieving operational readiness, managing risks, and maintaining quality and sustainability standards. The PDP role includes building a resilient supply chain, fostering knowledge sharing, and delivering key milestones efficiently.

MetroLink will span 19km, with 11–12km underground, connecting Swords to Charlemont via Dublin Airport and the city centre. The project aims to transform public transport in Dublin while supporting economic growth, urban renewal, and Ireland’s climate goals.

The project also creates opportunities for international firms and local SMEs and is expected to generate several thousand direct construction jobs and 2,500–3,000 indirect supply chain roles annually. Construction is expected to take around nine years following receipt of the Railway Order.
